The Practice
Someone on your side of the table.
Most owners hire an architect and a contractor, then find themselves
in the middle of every drawing, bid, change order, and pay
application. Those decisions land on someone who already has another
job. That is when the schedule slips, costs grow, and no one writes
down why.
I work for you. You hire the architect and the contractor. I read
the budget, the bids, and the agreements, and I walk the job. You
get a clear recommendation and a record you can stand on.
Whether a single project or a comprehensive capital improvement
program, Horowitz Building Advisors partners with clients to realize
their vision, adding value, best practices, and expertise at every
turn.

Owner’s representation
On your side of every decision.
I help you put the right team in place, agree on what “done”
looks like, and keep the information moving so you are not the
last to know. On design, bidding, contracts, and construction, I
stay on your side of the conversation and look for the mix of
budget, time, and quality you can live with.

A written record you can act on
Project management
The job, week by week.
Once work is underway, I stay with the budget, the schedule, and
the quality of what is being built. I work with your architect
and contractor, and I can sit beside a facilities or operations
group you already have. I do not run the trades. My job is to
tell you whether the work is holding together.
Budget, schedule, and cost tracking
Construction observation
Change-order review
Closeout, punch, and occupancy
Bank inspections and reviews
Draws that match the work.
For owners and lenders I review contractor pay applications and
monthly draw requests. I walk the site on a set schedule,
compare progress and quality to the paper, and write whether the
work supports the funds, or what is still open.
Pay-application and draw review
Notice-to-owner and lien-waiver tracking
Plan and cost reviews
Property-condition assessments
Approach
Advice that isn’t for sale to the other side.
I am not the builder. Your designers and contractors work for you,
not for me. That keeps the advice independent. There is no markup,
no trade package, and no reason to soften a problem.
We start with the numbers everyone is using. I read the drawings
before they go to bid, watch the bids come in, and tell you which
ones hold up. After construction starts I visit the site, review the
pay applications and change orders, and send you a short written
record of what moved, what is at risk, and what I recommend you do.
You still sign the contracts and the checks. My job is to make
those decisions easier to make, and harder to reverse later.
Principal
Andrew Horowitz
Thirty-plus years in architecture, construction, and owner
representation. I have run a design and construction practice of
my own, managed commercial work for builders, and spent seven
years as Senior Director of Construction for a 150-property
multifamily development portfolio. That work was about $25
million a year in capital projects, including jobs up to $54
million, across apartments, hospitality, offices, schools,
renovations, and ground-up buildings.
I have sat in the architect’s chair, the contractor’s trailer,
and the owner’s office. I know how each side talks, and I know
where they stop telling you the whole story.
I started this firm because that seat is missing on most jobs.
Owners get a designer and a builder. They rarely get someone
whose only job is their interest, on public work and on private
projects that are too large to handle without help and too small
to staff in-house. Horowitz Building Advisors exists to fill
that seat.
